What ITIN is and who needs one

An ITIN (Individual Taxpayer Identification Number) is a 9-digit number issued by the IRS for people who have US tax obligations but can't get an SSN. ITINs start with 9 and have middle digits in the 70–88 range.

Korean-American situations where ITIN comes up:

  • Spouse/children of E-2 investor or F-1 student visa holders (no work authorization)
  • Green card applicants still waiting for EAD
  • Non-resident aliens earning US rental income
  • Korea-resident shareholders earning US dividends or capital gains
  • Foreign-resident dependents of US citizens who need to be included on a tax return

Things ITIN does not unlock: employment, SSA benefits, driver license (REAL ID), Social Security benefits.

Three ways to apply

1. Direct IRS application (slowest)

  • Form W-7 + tax return (Form 1040 etc.) + original or certified ID, mailed to IRS Austin
  • Processing: 7–11 weeks
  • Drawback: you have to mail your passport to the IRS, with real risk of delay or loss

2. CAA (Certifying Acceptance Agent) — recommended

CAAs are IRS-authorized agents who can certify your passport so you never mail the original to the IRS.

  • Many Korean-language CAAs in OC: tax firms in Garden Grove and Buena Park, some Hanmi Bank branches, and LA Koreatown accounting offices
  • Cost: ~$100–$250 per application (certification + filing)
  • Processing: 7–10 weeks, but no document-loss risk

3. IRS Taxpayer Assistance Center (TAC) visit

  • Appointment required (844-545-5640)
  • Nearest OC TAC: Santa Ana
  • Cost: free
  • Drawback: bookings run 1–2 months out; request Korean interpretation in advance

Documents needed

  • Form W-7 (free at irs.gov)
  • Identity proof: a passport alone is enough. Without a passport, combine a national ID card and birth certificate (2 documents).
  • Federal tax return (Form 1040, etc.): ITIN is not issued standalone — it must accompany a tax return. Exception: dependents being added to a return with no US income.

Self-employment tax basics

Most Korean-American ITIN holders end up self-employed (Shopify stores, dropshipping, freelance, gig delivery, etc.).

How self-employment tax works

Self-employment income is hit by income tax + Self-Employment (SE) tax of 15.3%.

  • Social Security 12.4% (on income up to $168,600 in 2026)
  • Medicare 2.9% (no cap)
  • SE tax is the self-employed version of FICA — self-employed taxpayers pay both halves (employer and employee).

Quarterly estimated tax

With self-employment income, you must pay estimated tax four times a year (April, June, September, January). Underpayment triggers IRS and California FTB penalties.

Common deductions

  • Home office (exclusively-business space, simplified square-foot method available)
  • Vehicle (business miles × 67¢/mile in 2026)
  • Business meals at 50%
  • Internet and phone (business-use share)
  • Equipment and software

Common mistakes

  1. Sending W-7 without a tax return — ITINs are not issued standalone
  2. Sending an untranslated passport copy — must be original or certified copy
  3. Mailing your original passport without a CAA — no recovery if lost
  4. Letting the ITIN expire — ITINs unused on a tax return for 5 years auto-expire; file annually and they stay valid
  5. Missing FBAR — foreign transfers over $10,000 require separate FBAR reporting

Differences from Korean tax practice

In Korea, employers handle most of an employee's tax filing. In the US, it's on you. For your first filing, work with a US EA (Enrolled Agent) or CPA — not a Korean accountant — at least once. OC LifeHub's CPA directory lists Korean-language firms by city.

FAQ

Can I open a bank account with ITIN? Some banks (Bank of America, Hanmi, East West) allow ITIN-based account opening. Chase and Wells Fargo often decline at the branch level — call ahead.

Can I get a credit card with ITIN? Bank of America, Hanmi, US Bank, and some Citi products accept ITIN. Most people start with a secured card to build credit.

If I have an ITIN, am I locked out of SSN? No — once you become eligible for an SSN (work authorization, green card), you switch. The ITIN is retired, and future returns go on the SSN.
