Buena Park is leading a three-city effort to rehabilitate Valley View Street from Lincoln Avenue to Artesia Boulevard, a roughly 2.85-mile corridor shared with La Palma and Cerritos, according to Voice of OC.
The project is a local test of Buena Park’s Measure R spending, using the city’s 1-cent sales tax to repave a corridor officials say serves residents, businesses, motorists and pedestrians across Orange County and southeast Los Angeles County.
Voice of OC reported that Buena Park will act as the lead agency because most of the planned work falls within its city limits. The project includes asphalt pavement rehabilitation, replacement of damaged curbs and gutters, sidewalk work, cross gutters, utility adjustments, signing, striping, traffic control plans and added signage.
"The main goal is to provide and enhance a corridor that serves multiple residents [and] businesses that stretches across three different cities, and to really revitalize such an important street that affects a lot of different travelers, both vehicles and pedestrians," Buena Park Public Works Director Mina Mikhael said during a phone interview with Voice of OC.
The estimated cost is about $4.7 million, according to Voice of OC. La Palma’s share is estimated at $900,000, while Cerritos’ share is estimated at $575,000. Buena Park plans to fund its portion through Measure R, the 1-cent sales tax voters approved in 2024.
"This is really just making sure that one of our poorest condition roads is repaved and meets the standards that the community deserves and meets the promise of Measure R to the voters," Buena Park Mayor Connor Traut told Voice of OC.
Voice of OC reported that Valley View Street has an average Pavement Condition Index score of 65, considered fair, though some sections are in poor condition. Construction is projected to start in January 2027 and last about four months, with the city considering phased construction or off-peak work to limit traffic disruption.
Mikhael said the project is not expected to include traffic signal synchronization or a full bike lane along the corridor. "It’s really focused on the paving of the road, the striping that gets installed afterwards and any of the signage," Mikhael told Voice of OC.
Traut said the work is meant to look beyond a single block. "We’re not just doing one stroke of the brush over a neighborhood, but really seeing how we can entirely enhance the region," he told Voice of OC.
