산타애나 감시카메라 공방

오렌지카운티(OC) 산타애나 시장·시의원 후보들이 자동 차량번호판 인식 카메라(Flock) 운용을 놓고 엇갈린 입장을 보였다고 Voice of OC가 보도했다. 산타애나시는 다음 주 관련 계약 검토를 논의할 예정이다.

이번 논쟁은 11월 3일 선거를 앞두고 공공안전, 경찰 예산, 판매세 연장안인 메저 N(Measure N)이 핵심 쟁점으로 떠올랐다는 점에서 의미가 있다. Voice of OC에 따르면 산타애나 일반기금 지출 약 4억 3천500만 달러 가운데 경찰국 배정액은 약 1억 6천600만 달러로 40%가량이다.

Voice of OC에 따르면 산타애나 후보들은 산타애나칼리지에서 열린 산타애나 상공회의소 후보 토론회와 이후 인터뷰에서 공공안전 문제를 논의했다. 오렌지카운티(OC) 전역에서는 자동 차량번호판 인식기가 사생활을 침해하고, 범죄 혐의가 없는 주민의 이동을 추적하며, 경찰에 의해 오용될 수 있다는 우려가 제기돼 왔다.

댄 시멜 산타애나 시장 후보는 Flock 카메라 폐지를 주장했다. “We need to get rid of that as soon as it’s legally feasible to do so,”라고 변호사인 댄 시멜 후보는 Voice of OC에 말했다. 그는 또 “We’ve seen data leak. We’ve seen them be misused in other cities, and even with our own city,”라며 “we were promised at the time that this data would be used just for law enforcement purposes and just for certain authorized state partner agencies and we’ve seen now that at times federal agencies have gotten a hold of that data, so I think that’s a problem.”이라고 말했다.

드웨인 십 OC 헤리티지 카운슬 회장이자 산타애나 지역개발위원은 기술의 실효성에 의문을 제기했다. “Is it really effective or is it just about information and data that they’re selling?”라고 십 후보는 Voice of OC에 말했다. 그는 또 “If other cities are blocking them, why is Santa Ana trying to do it? Why is Santa Ana trying to get everybody’s information? So they can know where the immigrants are, so they could go kidnap them? I’m not with that stuff either,”라고 밝혔다.

2지구 후보인 셀리카 디아즈 부동산중개인은 정책 강화와 정보의 시 내부 보관을 요구했다. 디아즈 후보는 “I really currently don’t know what type of policy they approved but I would like those policies to be completely strengthened and for the information not to leave the city itself. That should stay completely confidential within just city limits and only for the use of the appropriate people, not for anyone else to to have that information,”라고 Voice of OC에 말했다. 벤 바스케스 산타애나 시의원은 “It is spying and these are the tools used by dictatorships – by fascist governments – and when you have these tools in place and you leave them there, they can be abused and they will be abused,”라고 말했다.

4지구 후보인 산드라 데 안다 OC 래피드 리스폰스 네트워크 정책국장은 산타애나시가 Flock의 범위를 충분히 파악하지 못하고 있다고 지적했다. 그는 “I don’t think that we, as a city, even understand the fullest extent of Flock. In cities like Costa Mesa, it’s been utilized by a police officer to stalk a woman, and I know that Flock is unfortunately being utilized to to harm women,”라고 Voice of OC에 말했다. 이수리 라모스 산타애나 계획위원회 위원장이자 치스파(Chispa) 사무총장은 “The city council had until now failed to provide the oversight it promised. They promised an audit at the one year mark of the contract approval which would have been in May of 2026 – we’re about to go into October,”라고 말했다.

Voice of OC에 따르면 발레리 아메스쿠아 산타애나 시장과 필 바세라 산타애나 시의원은 지난해 최대 21만 1천 달러 규모의 Flock 카메라 계약 승인에 찬성했다. 산타애나 시의회는 올해 드론 5대에 대한 최대 약 68만 3천 달러 규모의 3년 계약도 승인했으며, 주 의원들에게 산타애나를 과속 카메라 시범사업에 포함해 달라고 요청하는 결의안도 통과시켰다. 6지구 후보인 조반니 차베스 변호사는 화요일 토론회에서 “We have to make sure not only do we have more public safety personnel to tackle these issues, but that they have the technologies they need to be able to address these issues,”라고 말했다고 Voice of OC는 전했다.

Voice of OC는 2018년 유권자가 승인한 1.5% 판매세를 무기한 연장하는 메저 N도 선거 쟁점이라고 전했다. 산타애나시는 올여름 지출 1천100만 달러를 삭감했다.
